Okay, while I wait for the US release of PSP2i, im considering getting the JP version. But will it work? Do I need some special program to play it? Will it ruin my psp? How can i get online? What makes the japanese version worth it? Can i download? If any of you guys can answer these questions, id really appiate it.

Will it work? Yes, PSP has no region protection.
Do I need some special program to play it? Nope.
Will it ruin my PSP? Nope.
How can I get online? You'll need a Japanese PSN account and a code from a legit copy. If you download the game from PSN the code is automatically tied to your account and you don't have to do anything. If you buy the UMD you'll have to enter the code you get with the game.
What makes the Japanese version worth it? More content, class rebalances, infinity missions, new race, new levels and bosses.
Can I download it? Yes, if you have a Japanese PSN account.

Think you can create one on a PC as well (and presumably PS3?) but not sure of the specifics of those.

Onay, lets say I get a JP PSN account. How do I pay for a downloaded version? Do I pay Yen? Or do I get a PSN money card? And if I use the card, does that have to come from Japan. Also, if I got a JP PSN account, do I lose my previous one?

You'll probably need to get a money card as I don't believe JP PSN accepts non-Japanese credit/debit cards for payment. It has to be a Japanese Yen money card as well or it won't work. Several sites offer these but you may have to hunt around to find one that has them in stock. Be prepared to pay over the odds as well.

You don't lose your previous account if you get a JP PSN account but you can only be logged in to one account on your PSP at a time. You'll have to switch between them if you have stuff you need your current PSN account to play.
